When Russia fires a ballistic missile at Ukraine, air-defense systems have only minutes—sometimes seconds—to detect and intercept the deadly threat.
The lack of time has left Kyiv and other cities increasingly exposed to devastating attacks by missiles that descend so fast and steeply that Ukraine states only the U.S.-made Patriot defense system can stop them. However, Ukraine reports having too few batteries and interceptors for comprehensive protection.
Unlike cruise missiles, which operate like pilotless aircraft, ballistic missiles are launched as rockets and then dive sharply toward their targets at several times the speed of sound.
This drastically reduces the time available to locate and destroy a warhead. The consequence has been repeated attacks, such as the latest barrage on the Ukrainian capital that struck a brewery, a warehouse, and a mail-sorting office. President Volodymyr Zelenskyy stated Wednesday that at least 17 people were killed and dozens more injured.
Thomas Withington, an electronic warfare expert at the Royal United Services Institute, described the trajectory of the warhead as "very, very steep and it’s going at a ridiculous speed," comparing the physics to catching a ball: "If the ball is 'going really fast, it’s harder to catch.'"
Russia's primary ground-launched ballistic missile is the Iskander-M. The air-launched Kinzhal missile is another example. Russia has also utilized S-300 and S-400 air-defense missiles against ground targets. A model called Zircon is technically a hypersonic anti-ship cruise missile, but its high speed creates an interception challenge similar to that of ballistic missiles.
This outlines the difficulty in shielding Ukraine from some of Russia’s deadliest projectiles.
### Patriot System Offers Some Protection
The most advanced Patriot system supplied to Ukraine is engineered for high-speed missile defense. The PAC-3 system does not explode near a target; instead, it employs a maneuverable interceptor designed to collide with an incoming warhead. The Patriot technology must track the missile, predict its trajectory, and launch within minutes, sometimes leaving only seconds for the final engagement.
According to Ukrainian Air Force spokesman Yurii Ihnat, Patriots are currently the sole system in service capable of intercepting Russian Iskander-M, S-400, and Zircon missiles. While the United States and its allies operate other anti-ballistic systems, including THAAD and sea-based Aegis defenses, these have not been provided to Ukraine.
Even Patriot protection is not guaranteed. When a Patriot battery is unavailable, out of position, or lacks sufficient missiles, most other Ukrainian defenses cannot substitute for it.
Ukraine does not possess enough batteries to shield every city. Russia combines ballistic missiles with cruise missiles, drones, and decoys, compelling defenders to track multiple threats while rationing scarce interceptors.
### Shortage of Interceptors is Only Part of a Global Problem
The shortage of interceptors has intensified as the U.S.-Israeli conflict with Iran has consumed numerous Patriot and THAAD interceptors. An analysis by The Associated Press estimated that the U.S. Patriot inventory had decreased by at least 65% from its prewar level, although the Pentagon maintained it retained a deep arsenal.
Production cannot immediately close this gap. Lockheed Martin delivered over 600 PAC-3 MSE interceptors in 2025 and is working toward an annual capacity of 2,000 by the end of 2030. NATO reports that Europe’s first Patriot missile production facility is anticipated to open in Germany in September.
Political signals from Washington have also shifted. At a NATO summit last month in Turkey, President Donald Trump stated the United States would grant Ukraine permission to produce Patriots. Approximately three weeks later, he indicated he had not made a final decision. Even with a license, officials and experts informed AP that initiating production in Ukraine would require years.
### Ukraine Aims at the Archer Instead of the Arrow
Ukraine is also attempting to destroy Russian missile launchers and infrastructure before missiles are fired—targeting the archer rather than the arrow.
Sources familiar with the discussions told AP that Zelenskyy requested Trump's assistance in securing Elon Musk’s consent for Ukrainian forces to use Starlink communications for targeting inside Russia, where Musk has restricted service.
Such access could enable Ukrainian drones to hunt launchers and related infrastructure, thereby reducing the number of missiles Patriot batteries must confront. The White House, the Ukrainian Embassy, and SpaceX have not publicly confirmed this request.
Kyiv is also developing Freya, a proposed lower-cost anti-ballistic system led by Ukraine intended to lessen reliance on Patriots. In July, Ukraine and nine European countries formed a coalition to pursue a shared missile-defense capability, with Zelenskyy stating they could jointly develop a mass-produced system within 12 months. Freya remains in development, and its operational timeline is uncertain.
Following the most recent Russian ballistic attack on Kyiv, Zelenskyy stated that Ukraine received only one-third as many air-defense missiles in the first half of 2026 compared to the same period last year. He advised Ukrainian partners unwilling to immediately increase interceptor deliveries to instead impose new sanctions, noting that a significant portion of Russia’s ballistic missile production has remained unaffected by sanctions.
